  1. There are rules and a very clear code for determining the distance of the first house. And yet it does not matter. If you have a doubt, it is likely that the reasonable customer will have a doubt and therefore the demand has decreased for the first and second house.
    If you are the sub-division developer then I would place the playgrounds there etc.
    Why?
    Because the code talks about the amount of exposure hours in a particular area and therefore the amount of hours a person has at home, which is at least 12 hours (including sleep), is several times higher than a person's hours on the field on average (one hour a day).

  4. There was once a documentary about an entire town in the US that sued the IEC for high voltage that went over the houses and the cancer morbidity was insane there. Look up sentences that have been in the past (20 years) and you will find a lot of material that proves that there is some connection
