Since you are going to build a sub division you must have a contractor who built some of these. As we mentioned here there is a lot here, but a lot of expenses to sit on and a contractor who has already built some knows them. In addition, make sure that the land is approved for the construction of the neighborhood. It depends a lot on the area but there are many times (especially in a closed neighborhood) that you need to build a community center that can cost several millions - it all depends on the type of neighborhood.
