# Safe parking project, thousands of residents live in cars.
# About two years ago, Los Angeles began exploring alternatives for homeless shelters. One of the alternatives tested was “secure parking,” where residents could live safely in their cars parked in defined areas.
The first site was defined as a success, so the municipal housing authority agreed to finance nine more parking lots during the pilot, with a promise to expand further in the future. In the meantime, new data on the phenomenon of homeless people have been published, and it has been discovered that more than one thousand residents live in their cars.
Earlier this year, the Authority issued a request to suppliers throughout the province to expand the service and meet the promise made to the public. However, the details of the request left many suppliers frustrated that it is difficult to meet the conditions set by the Authority, and that funding for projects is too small.
"There are a lot of questions, especially from the more experienced ones, and this model is worrying," said Paulina Hong of the Asian American Drug Prevention Program, one of the groups she planned to enroll in. "I didn't understand the logic of it."
Under the new PA model, the parking lots in question will be manned by security guards who will work in 12 shifts for hours. While existing parking lots now contain between 5 and 10 cars, new parking lots will need to accommodate 25 parking spaces. 95% of the parking will need to be occupied overnight.
Parking operators will have to provide various services, all at a cost of less than $ 30 per car per night, and preferably less than $ 20. According to the authority, this is the amount it pays for a bed in a shelter, but car park operators note that when they house a trailer or a large car - it is an entire family, compared to a shelter bed that contains one person.
